Regulation of Banks (Remuneration and Conditions of Employment) (Temporary Provisions) Bill, 1975: Motion for Earlier Signature.

I move:

That, pursuant to subsection 2º of section 2 of Article 25 of the Constitution, Seanad Éireann concur with the Government in a request to the President to sign the Regulation of Banks (Remuneration and Conditions of Employment) (Temporary Provisions) Bill, 1975, on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.

The reason for this motion before the House for earlier signature by the President of the Regulation of Banks (Remuneration and Conditions of Employment) (Temporary Provisions) Bill, 1975, is that the Minister for Labour was notified this week by the banks that, unless this legislation was enacted and the necessary orders made by the Minister under this measure before the 17th December, 1975, they would have no alternative but to pay on that day the third phase of their 1975 pay agreement to their employees.

It is the Minister for Labour's intention immediately this Bill becomes law, to refer this bank's pay agreement and their 1974 pay agreement to the Labour Court for a recommendation as to their conformity with the National Pay Agreements 1974 and 1975, as reviewed. It is essential, in the circumstances, that the Bill should become law and the necessary orders made before 17th December, 1975.
