Would the Minister care to comment on my points in regard to the complaints commission and powers of arrest, particularly those I made for an independent complaints commission in connection with section 25?

That would be a matter for the Minister for Justice rather than the Minister for Health.
The Minister for Health has given the Garda additional powers. I am merely putting on the record of the House my concern at the additional necessity for such.
The general behaviour of the Garda is a matter for the Minister for Justice.
