Request under Standing Order 29.

May I interrupt at this point? I have notice from Senator Maurice Manning regarding a motion which he wishes to move under Standing Order 29. I now call Senator Manning.

I wish to move a motion for the Adjournment of the Seanad on a specific and important matter of public interest requiring urgent consideration, the matter being that Seanad Éireann notes with dismay and concern the suppression of the Stalker-Sampson report by the British Government and the failure to prosecute RUC officers involved in a shoot-to-kill policy, and supports the efforts of the Irish Government to have this reversed.

I have decided that the motion is covered by Standing Order 29 and I ask the Senators who support the request to rise in their places.

More than five Senators stood.

The debate on the motion will take place.

I move: "That notwithstanding anything in Standing Orders the Motion for the Adjournmant under Standing Order 29 shall be taken at 5 p.m. and the following arrangements shall apply:

(i) The motion be brought to a conclusion not later than 6.30 p.m.

(ii) The proposer of the motion shall be entitled to speak for 20 minutes and each other Senator being entitled to not more than ten minutes.

(iii) The Minister shall be allowed 15 minutes to reply.

I want to clear another point. In view of my acceptance of this motion raised by Senator Manning, the Adjournment matter which I had agreed to earlier this morning cannot now be taken. Therefore, Senator Kennedy will have to be notified for another day on the matter he had raised and which I had granted him. Perhaps Senator Daly or Senator Manning will convey this to Senator Kennedy.
