Adjournment Matters. - Rathfarnham (Dublin) Garda Manpower.

The Minister of State, Deputy Fitzgerald, and I have been holding an ongoing dialogue in the House over the last few weeks. I thank the Cathaoirleach for allowing me to discuss this matter and I thank the Minister for coming here to listen and, I hope, respond positively to my points.

I want to know the Minister for Justice's proposals to reassure residents in the Rathfarnham-Knocklyon area that appropriate policing resources, especially foot patrols, will be deployed to stamp out the current wave of robberies and burglaries. I also want her to direct the Commissioner to ensure sufficient manpower is assigned to Rathfarnham Garda station and that its immediate hinterland is given an appropriate level of priority.

I have put down this motion because the perception of people living in those areas is that crime levels are at an all-time high. Robberies and burglaries are occurring day and night and there has been a huge increase in house break-ins over the last few months. However, the Garda response is totally inadequate. Many people have been burgled not once but several times. The perpetrators of crime are so cheeky that they have worked out which houses it is possible and worthwhile to rob. Householders, retired people and senior citizens are all under threat. Even young people are apprehensive when they go out at night about how and where they can meet their friends.

Since the beginning of the year people in my area have raised with me no issue more frequently than crime and policing. A patrol car passing through occasionally does not give a sense of security and is not a deterrent to the perpetrators of crime. There is not enough manpower to patrol the area. Foot patrols are a far greater deterrent and are much more reassuring for the residents. They give the police a high visibility in the area, allow them to get to know and to gain the confidence of those living there and help them identify the individuals who are most vulnerable and at risk. The perpetrators of these crimes feel they have a free hand but the introduction of foot patrols would change that.

Rathfarnham Garda station is understaffed. The perception is that all resources are directed towards Tallaght to the detriment of the Rathfarnham area. I ask the Minister to assess the position at Rathfarnham and ensure sufficient manpower is assigned to it to challenge the new spate of crime. The people of Rathfarnham and Knocklyon work hard, pay their taxes and contribute to the State in every way. They feel the State has let them down and should now take responsibility.

The problem is serious, as the Minister knows — she represents the same area and can agree with everything I have said. If the reply is not what I am looking for, I ask her to make representations to the Minister for Justice, because the people of these areas are crying out for help. I hope the reply will be positive.

As Senator Ormonde said, I too represent the Rathfarnham-Knocklyon area and I am pleased to say that two more gardaí have been deployed in Rathfarnham station than was the case this time last year.

It is not enough.

I am here on behalf of the Minister for Justice as this is not my functional area of responsibility. In any case, the deployment of Garda personnel is a matter for the Garda authorities, not for the Minister — she does not assign gardaí to individual areas.

Rathfarnham Garda station, which covers Rathfarnham and Knocklyon, is part of the district which has its headquarters at Tallaght and is under the divisional headquarters at Crumlin. The Garda authorities have informed the Minister for Justice that the current Garda strength at Rathfarnham is 64 members and the corresponding figure for 1995 was 62 members. I am glad there has been an increase of approximately 3 per cent in Garda numbers.

The Minister has also been informed that two gardaí from the neighbourhood policing unit at Rathfarnham Garda station have been allocated to policing the Rathfarnham/Knocklyon area and they regularly patrol the area on foot. The foot patrols are supported by uniform and detective mobile patrols. Where necessary, crime task force personnel attached to Crumlin Garda station are available to assist the local gardaí. A neighbourhood watch scheme operates in Knocklyon and this scheme has been successful in reducing crime in other areas.

The Garda authorities have indicated to the Minister that the pattern of crime so far this year does not differ substantially from that of last year. They have informed her that recent burglaries and robberies in the Rathfarnham and Knocklyon areas are being investigated by the detective unit at Rathfarnham. Four people were arrested yesterday in the Knocklyon area and they were interviewed in relation to larcenies from cars and burglaries in the Knocklyon area.

The Minister has been assured by the Garda authorities that the neighbourhood gardaí assigned to Knocklyon and Rathfarnham will continue to work closely with the local community in their combined efforts to prevent crime. Furthermore, these neighbourhood gardaí will continue to deal with any concerns from members of the community in this regard. Local residents may also be assured that resources at district and divisional level will be made available as required in the area so far as is necessary for operational reasons.

The Blackrock area is also in my constituency and in the first five months of this year there has been a 44 per cent decrease in crime on the first five months of last year. This is due to the success of the Garda in apprehending a number of key ringleaders and having them put behind bars. Hopefully, we will have similar success in Knocklyon and Rathfarnham with good policing.

Those who were in the Blackrock area have come to my area. The Minister of State's reply will not stand up. The Crumlin Garda station is too far away for co-operation. It is the number of gardaí on the beat that counts.

It is up by 3 per cent since the last Minister for Justice was in office.
