Vol. 227 No. 6

Passenger Name Record Data: Referral to Joint Committee

I move:

That the proposal that Seanad Éireann approves the exercise by the State of the option or discretion under Protocol No. 21 on the position of the United Kingdom and Ireland in respect of the area of freedom, security and justice annexed to the Treaty on European Union and to the Treaty on the functioning of the European Union, to take part in the adoption and application of the following proposed measures:

(i) Proposal for a Council Decision on the signature of the Agreement between Canada and the European Union on the transfer and processing of

Passenger Name Record data, and

(ii) Proposal for a Council Decision on the conclusion of the Agreement between Canada and the European Union on the transfer and processing of

Passenger Name Record data,

copies of which were laid before Seanad Éireann on 6th August 2013, be referred to the Joint Committee on Justice, Defence and Equality, in accordance with Standing Order 70A(3)(j ), which, not later than 14th November 2013, shall send a message to the Seanad in the manner prescribed in Standing Order 73, and Standing Order 75(2) shall accordingly apply.

Is the motion agreed to?

We are not going to object to the motion being referred to the committee today, but we expect a full but short debate after it has been discussed there.

This has already been agreed to.

I think I dealt with it on the Order of Business.

The Leader, on the Order of Business, as a result of Senator David Norris's intervention, said that if a debate was required at a later stage, he would happy to facilitate it.

The Chair can take it that a debate will be required at that stage.

That was what I said on the Order of Business.

On a general point, following on from a question from me earlier in the week-----

There should be no debate.

-----I put the Leas-Cathaoirleach on notice, in respect of any of these motions coming back from committee, that we will seek debates on all of them.

The point is made. Is the motion agreed to?

I thank the Senator. That is good to know.

Is the motion agreed to?

Question put and agreed to.
