I have received notice from Senator Tim Lombard that, on the motion for the Commencement of the House today, he proposes to raise the following matter:

The need for the Minister for Transport, Tourism and Sport to outline the national strategy for promoting viable trade routes between southern Ireland and the Continent.

I have also received notice from Senator Gerard Craughwell of the following matter:

The need for the Minister of State with special responsibility for the Office of Public Works and flood relief to outline the timeframe for the opening of St. Laurence's Gate, Drogheda, County Louth.

I have also received notice from Senator Lorraine Clifford-Lee of the following matter:

The need for the Minister for Education and Skills to make a statement on the provision of a new school for the Fosterstown area of Swords, County Dublin.

I have also received notice from Senator Aidan Davitt of the following matter:

The need for the Minister for Housing, Planning and Local Government to outline when the Sara Moorhead report on the role and remuneration of local authority elected members will be published.

I have also received notice from Senator Brian Ó Domhnaill of the following matter:

The need for the Minister for Agriculture, Food and the Marine to make a statement on the consultation process undertaken by his Department following applications for aquaculture licences in a special area of conservation.

I have also received notice from Senator Paul Gavan of the following matter:

The need for the Minister for Education and Skills to make a statement on the provision of appropriate learning environments for children with autistic spectrum disorders and special educational needs.

I have also received notice from Senator Michelle Mulherin of the following matter:

The need for the Minister of State with special responsibility for the Office of Public Works and flood relief to provide an update on the provision of permanent flood defences for Crossmolina, County Mayo.

I have also received notice from Senator Máire Devine of the following matter:

The need for the Minister of State at the Department for Health with special responsibility for disability issues to make a statement on the phasing out of the rehabilitative training allowance.

I have also received notice from Senator Jerry Buttimer of the following matter:

The need for the Minister for Justice and Equality to make a statement on the implementation of the new community policing model in Cork.

I have also received notice from Senator Victor Boyhan of the following matter:

The need for the Minister for Agriculture, Food and the Marine to make a statement on the number of new agricultural attachés posted to the Irish embassy network overseas and to indicate whether their roles will be primarily on market access and trade in response to the challenges posed by Brexit.

I have also received notice from Senator Kevin Humphreys of the following matter:

The need for the Minister for Health to make a statement on funding for dementia services in budget 2020.

I have also received notice from Senator Robbie Gallagher of the following matter:

The need for the Minister of State at the Department of Health with special responsibility for disability issues to make a statement on the reopening of Annalee respite care centre, Cootehill, County Cavan.

I have also received notice from Senator Frank Feighan of the following matter:

The need for the Minister for Transport, Tourism and Sport to make a statement on the upgrade of the N16 road in Sligo.

I have also received notice from Senator Kieran O'Donnell of the following matter:

The need for the Minister for Communications, Climate Action and Environment to make a statement on Government policy on public sector broadcasting.

Of the matters raised by the Senators that are suitable for discussion, I have selected those raised by Senators Lombard, Craughwell and Clifford-Lee and they will be taken now. I regret that I had to rule out of order the matter raised by Senator Davitt on the ground that it is a repeat of a Commencement matter raised on 28 May 2019. I also regret that I had to rule out of order the matter raised by Senator Buttimer on the ground that the Minister has no official responsibility in the matter. I also regret that I had to rule out of order the matter raised by Senator Humphreys on the ground that it anticipates the statements on the budget which will take place in the Seanad on Tuesday, 8 October 2019. The other Senators may give notice on another day of the matters they wish to raise. Only three matters have been selected today because of the way the business is ordered. As we have a busy evening ahead, I ask Senators to stick to the time limits.
