Section 24 (2) states: "Each register shall be made available for inspection by any person, free of charge, at all reasonable times", while section 24(4) states: "The Authority shall issue to any person, on payment of such fees as the Authority may prescribe for each entry, such certificate as is mentioned in subsection (3)." I presume the setting of fees by the body is normal practice.
