SECTION 22.

Question put: "That section 22 stand part of the Bill."

On a question of the software industry under section 22, some people have said to me that they would prefer it treated as an expense rather than an allowance because its shelf life is so short; every 18 months it changes. Perhaps the Minister could clarify that. This is the first time it has been deemed a capital allowable sum, depreciable, and they are saying software could be obsolete in 18 months' time. They would like to know if treating it as an expense would be a fairer way to deal with it. The Minister might consider it on Report Stage.

The reason we are bringing in this provision is that when legislation was first drafted the software industry was not considered as part of the manufacturing industry. I am advised that if it is treated in their accounts as an expense it will be allowed as an expense so they are O.K.
