SECTION 7.

Question proposed: "That section 7 stand part of the Bill."

I have reservations about the number of provisions in legislation where the Minister takes power to make regulations which if opposed can only be annulled within 21 days. The intent of the legislation can be frustrated by the Government's refusal to give time to annul regulations. There should be some provision which says that, where a member or number of members table an annulling motion, the House——

Or a committee of the House.

——or a committee of the House has to provide time to discuss that within the 21 days. The current technique has the effect of allowing the Government, even a minority Government, to frustrate the intentions of the legislation. There is something wrong with it. That is a general point. I would like somebody to consider a general change in these 21 day regulations because I have seen cases in my time in the House where annulling orders were tabled but not debated because Government time was not allowed and the 21 days lapsed.
