SECTION 112.

Question proposed : " That Section 112 stand part of the Bill."

This section exempts members of the Defence Forces from certain provisions of the Road Traffic Act. I think it is in regard to licences. A soldier driving a military vehicle can be charged with dangerous driving, but I do not know whether he would be liable to be charged if he were on manœuvres or something of that kind when he would have to go hell-for-leather and might be driving in a dangerous way but in accordance with military requirements. I do not want to raise any argument on this section but——

We do not ordinarily seek examption from speed limits during manœuvres.

Apart from speed limits he might be driving in a way that a Guard might consider dangerous but he might be going fast on instructions.

In peace time?

He is amenable to the ordinary laws of the State.

When he is on manœuvres and part of a force moving into position he need not have lights on his vehicle and need not have a driving licence. He is not controlled by speed limits and, therefore, I do not think he ought to be liable to be charged with dangerous driving. However, as I say, I do not want to raise any argument on it.
