SECTION 101.

Question proposed : " That Section 101 stand part of the Bill."

I take it that the main purpose of the section is in fact to ensure that parents of young persons shall not exercise pressure on them to take up employment where they have not been subject to a medical examination before going into the factory. As it reads there are many other provisions of the Act in respect of which there would be contravention if young persons were employed. It is quite clear that parents may have no knowledge whatever of it, while this sub-section says that parents will be held guilty unless they show that the contravention occurred without their consent.

It is to prevent parents entering into a private arrangement with an employer to permit young persons being employed in occupations be contrary to the regulations.

It puts responsibility on the parents. Again, it is a re-enactment of a section in the 1901 Act. It has been there since.
