367 Mr. Crowe asked the Minister for Justice, Equality and Law Reform if he will address concerns in relation to the penalty points system that gardaí are concentrating their efforts on low risk areas such as 40 mile zones rather than on higher risk stretches of road such as blackspots, dangerous back roads and housing estates. I am informed by the Garda authorities that their policy is to target collision prone locations, formerly known as blackspots, for speed detections, in so far as this is possible. These are determined in consultation with the National Roads Authority and the relevant local authority under the collision prevention programme.
