128 Mr. Wall asked the Minister for Finance if he has received representations from the Department of Health and Children in regard to a request for funding by same to ensure that the Harmon report in regard to staffing levels at Moore Abbey, Monasterevin, can be implemented; the results of such representations; and if he will make a statement on the matter. In the context of the 2004 Estimates campaign, funding of the health services was the subject of detailed discussions between myself and the Minister for Health and Children. The outcome of these discussions gave rise to an estimate of €10.1 billion for the Department of Health and Children this year, an increase of 8% on the 2003 outturn. It is, for the most part, for the Minister for Health and Children to allocate these resources in whatever way he sees fit with regard to the provision of health services. In 2004, some €1.9 billion is being invested in services for persons with disabilities covering the intellectual, physical, sensory, autism and mental illness areas. This represents an increase of some €1.2 billion since 1997.
