112 Ms Burton asked the Minister for the Environment, Heritage and Local Government if he has satisfied himself that local authorities are using the powers available to them to collect the special housing levy in view of the fact that only €392,000 was raised in the first six months of 2004; if he will give the projected figures for the full years of 2004 and 2005; and if he will make a statement on the matter. Section 4 of the Planning and Development Act 2002 provides, on payment of a levy, for the restoration of the normal limit of duration of five years for planning permissions for residential development on land zoned for residential or mixed development, for which applications were received between 25 August 1999 and the approval of a planning authority's housing strategy.

Based on the preliminary figures supplied to my Department by planning authorities, the amount paid in levies to the end of September 2004 amounted to €871,632. While it is not yet possible to estimate the total amount of such levies to be paid in 2004 or which are likely to accrue in 2005, I am satisfied that progress to date demonstrates that the relevant provisions of the Planning and Development Act 2002 are being implemented.
