167 Mr. Morgan asked the Minister for the Environment, Heritage and Local Government if he is considering the introduction of a levy on car tyres to cover the cost of recycling them at end-of-life; the levy he considering; when such a levy scheme is likely to commence; and if he will make a statement on the matter. In response to the reduced availability of traditional disposal and re-use routes for tyres and to promote recycling of this waste stream, my Department has had discussions with the Irish Tyre Industry Association with a view to establishing a producer responsibility initiative for this waste stream. This involves developing agreed detailed mechanisms for the operation of the take back of waste tyres, including how such arrangements will be funded in accordance with the principles of producer responsibility. These discussions are continuing with the intention of concluding the necessary arrangements for such an initiative later this year. Any consideration as to the introduction of any levy, or of its amount or form, would be premature prior to any producer responsibility initiative being agreed.
