698 Mr. M. Higgins asked the Minister for the Environment, Heritage and Local Government when the operation scheme for the nitrates directive will be announced (details supplied); the details of the agreement with the European Union on this directive; and if he will make a statement on the matter. I expect to be in a position to submit a final version of Ireland's nitrates action programme to the EU Commission in July. Work is ongoing in my Department in consultation with the Department of Agriculture and Food and the Commission on the operational details of the programme.
