Ceisteanna (541)

Paul Kehoe

Ceist:

615 Mr. Kehoe asked the Minister for the Environment, Heritage and Local Government if he will report on the restrictions on persons who have bought a house from a local authority from selling it on privately at a later date; if there are circumstances in which these restrictions can be lifted; and if he will make a statement on the matter. The first resale of houses sold under the tenant purchase scheme requires the consent of the local authority. This condition applies for a period of 20 years. This restriction does not apply to second or subsequent purchasers. Neither does the restriction apply to a lending agency, so that in the event of default on a mortgage taken out by the purchaser, the lending agency will be able to recover possession and, if necessary, sell the house without the consent of the housing authority.
