663 Mr. S. Ryan asked the Minister for the Environment, Heritage and Local Government his proposals to introduce a tenant purchase scheme in order that the valuations can reflect the original cost of the house; the length of the tenancy; an appropriate valuation of repairs and improvements both ongoing and structural carried out by tenants, in defining the net cost of the house for tenant purchase purposes. Under the terms of the current tenant purchase scheme, the price of a dwelling is its market value in its existing state of repair and condition less discounts related to the length of tenancy. A sum of €3,809 is also deducted from the market value. Any increase in the market value of the dwelling due to improvements made by the tenant is disregarded in calculating the amount to be paid. There are no proposals at this stage to change the basis of purchase price from market valuation to original construction costs.
