128 Mr. Kenny asked the Minister for Enterprise, Trade and Employment his views on whether his Department should take a role in a system of regulatory impact assessments of new legislation before it is brought to the Houses of the Oireachtas; and if he will make a statement on the matter. The Government decided, in June of this year, to mainstream an updated model of regulatory impact analysis, RIA, across all Departments and offices to be applied to (1) all proposals for primary legislation involving changes to the regulatory framework, (2) significant statutory instruments, and (3) draft EU directives and significant EU regulations when they are published. Prior to that time, my Department participated in the piloting of RIA over 2004 and 2005 in our drafting of the Control of Exports Bill 2005.

Following the formal launch of RIA guidelines in October this year by the Department of the Taoiseach, my Department began the rollout of staff training on RIA. We remain committed to implementing RIA in full across my Department and its offices, in line with the Government Decision of June 2005.
