Ceist:200 Mr. Cuffe asked the Minister for Foreign Affairs if he intends raising, or has raised the plight of those born and raised in Estonia but of Russian ethnic origin who by virtue of their lack of fluency in Estonian are unable to avail of passports allowing them travel and work within the European Economic Area.
