Murphy asked the Minister for the Environment, Heritage and Local Government the reason the recently introduced regulations relating to the assessment and management of environmental noise excluded training flights at airports or aerodromes; and if he will make a statement on the matter. The Environmental Noise Regulations 2006 transpose EU Directive 2002/49/EC, relating to the assessment and management of environmental noise. Environmental noise is defined in the Directive as unwanted or harmful outdoor sound created by human activities, including noise emitted by means of transport, road traffic, rail traffic, air traffic, and from sites of industrial activity. In defining a major airport, the Directive excludes movements (take-offs or landings) that are purely for training purposes on light aircraft.
