301 Mr. Durkan asked the Minister for Defence the number and identity of contracts or procurements approved, signed, entered into or otherwise committed to in the past 12 months; if normal procedures and requirements were followed in each case; the exceptions that were recommended and by whom; if recommendations were made by groups, bodies, agencies or individuals with whom Government Departments, State or semi-State agencies have current or previous associations; if all such projects or procurements were fully advertised and assessed and by whom; and if he will make a statement on the matter. The type of detailed statistical information sought is not readily available. It would take a disproportionate amount of time to compile, as it would necessitate examination of all procurement files over the last twelve months. My Department adheres to both E.U. and National Procurement procedures in procurement matters. Projects are advertised and assessed in line with these procedures. Department officials are advised by the Defence Forces or by Consultants employed by the Department in the assessment of tenders. Department officials award contracts on the basis of such advice.
