112 Deputy Seán Sherlock asked the Minister for Communications, Energy and Natural Resources if he will introduce independent monitoring of broadband speeds here as in other jurisdictions; his views on introducing independent technical and customer perspective benchmarks to define the position regarding broadband here; and if he will make a statement on the matter. Regulation of telecommunications operators and regulatory issuessurrounding the quality of telecommunications services provided to customers, including broadband services, is the responsibility of the independent Commission for Communications Regulation (ComReg) in accordance with the requirements of the Communications Regulation Act 2002. In their most recent Residential Consumer ICT Survey (July 2009) ComReg report that nearly 70% of consumers expressed satisfaction with their current broadband speeds.

My Department is currently considering additional statistical initiatives including an analysis of broadband speeds experienced by end users in Ireland. This latter proposal may be developed in a manner consistent with a wider EU study, proposed by the EU Commission, to provide useful comparability on the quality of the broadband services experienced by end users in different regions and markets. I expect these initiatives will commence in 2010.
