429 Deputy Joe McHugh asked the Minister for the Environment, Heritage and Local Government the levels of building energy rating certification in local authority housing on a county basis in a tabular form; and if he will make a statement on the matter. [10341/10]

The European Communities (Energy Performance of Buildings) Regulations 2006 — 2008 established the Building Energy Rating (BER) scheme under which a BER certificate must be obtained whenever a dwelling is commissioned or is subject to an offer for sale or letting. Compliance with this statutory obligation in relation to its own social housing stock is a matter for each individual local authority. While Sustainable Energy Ireland (SEI), the designated issuing authority under the Regulations, maintains a database of valid BER certificates, this database does not distinguish between privately or publicly owned dwellings. My Department, therefore, is not in a position to supply the required statistical information.
