Ceist:107 Deputy Aengus Ó Snodaigh asked the Minister for the Environment, Heritage and Local Government if he has sought or received a guarantee from the European Commission that his proposed model for domestic water charges which reportedly involves a free portion for each household is not in breach of the full cost recovery principle of Article 9 of the Water Services Directive considering that only Ireland’s established practice is exempt from that principle; if he has sought legal advice on the matter and if so, the nature of the advice received.
