Single Payment Scheme applications were submitted for the years 2005, 2006 and 2007 on behalf of the late father of the person named. As the herd-number was transferred to the person named on 3 May 2007, Single Payment Scheme applications for the years 2008, 2009, 2010 and 2011 were submitted in the name of the person named. An application to transfer the Single Payment entitlements to the person named from his late father was submitted under the 2008 scheme year but it has not been possible to complete the requested transfer.
Outstanding payments for the years 2005, 2006 and 2007 are due to the estate of the father of the person named. These payments can only be released upon receipt of normal testamentary documents, i.e. Will and Probate or Letters of Administration. Similarly as the transfer of entitlements is by way of inheritance, the same documents are required.
The Inheritance Enquiry Unit of my Department has made contact with the person named on several occasions and has written to, and spoken with, the solicitor administering the estate of his late father. In addition the Transfer of Entitlements section has written to the person named on three occasions. The requirements of the Department have been clearly stated on all occasions but to date the testamentary status of the estate of the late father of the person named remains unclear and the relevant documents have not been submitted.
