148 Deputy Mary Lou McDonald asked the Minister for Justice and Equality, following his statement in December 2011 that he intends to introduce a system of attachment orders allowing money to be taken from wages or social welfare payments to facilitate the payment of the debt or fines over time as an alternative to imprisonment for persons who refuse to pay fines, and that work was under way with a view to bringing forward legislative proposals in 2012, when will this legislation be published; and the reason he stated in Dáil Éireann on 26 January 2012 that he was not considering such legislation, a claim that is contrary to his own public statements. I understand that the Deputy is referring to an exchange between herself and the Tánaiste on the Order of Business on 26 January. There are no plans for legislation relating specifically to the collection of fines in respect of household charges. The current position in relation to general legislation on fines was set out in my reply to Parliamentary Questions Nos. 514 and 516 on 24 January 2012.
