Health Screening Programmes

205. Deputy Bernard J. Durkan asked the Minister for Health the extent to which school medical examinations remain on target; if any particular health issues have emerged which may require attention in terms of follow up procedures; and if he will make a statement on the matter. [41177/12]

The National Child Health Surveillance and Screening Office (CHS) was established by the HSE to oversee child health surveillance, it is part of a more general programme that relates to secondary prevention by early detection. Routine medical examinations for school age children are not provided as they have not been found to be an effective use of scarce resources. However, the hearing and vision of children is tested usually in junior or senior infants, and vision of children again in 5th or 6th class. In many schools a questionnaire is given to families about a child's health, but the practice and content of the questionnaire vary from area to area.

I am not aware of any specific health issues emerging from these examinations that require attention at a national level. However, any health issues for individual children would be notified to their parents/guardians with advice on the approriate course of action to take.

Medical Card Delays

The Health Service Executive has stated that 96% of all complete medical card applications and renewals are being processed within 15 days.

The HSE introduced a number of changes earlier this year to improve the administration of the medical card application system. These changes include: increased staffing levels in the centralised processing service to full complement; improvements to how medical card renewals are assessed and the frequency by which they are assessed; increased flexibility for GPs to add certain categories of patients to their GMS list; and the fast-tracking of backlogged cases, and cases where documentation has been mis-filed.

Primary Care Services Provision

Deputy Caoimhghín Ó Caoláin asked the Minister for Health if he will provide an update in relation to primary care teams as of 21 September 2012; the number of PCTs; the location of same; the number and percentage of general practitioners working as part of PCTs; the number and discipline and category of staff employed in each PCT [41202/12]

According to the latest data available, as at 31st August 2012, there were 412 Primary Care Teams (PCTs) operating at varying stages of development (holding clinical team meetings on individual client cases and involving GPs and HSE staff). 1,611 General Practitioners (GPs) and 3,105 HSE staff are participating on these Teams. HSE staff working to Teams comprises Public Health Nurses, Registered General Nurses, Occupational Therapists, Physiotherapists, Speech and Language Therapists and Dieticians. The following table sets out the number of Teams in operation, the number of GPs attending or represented at Clinical Team Meetings (CTMs) and the number of Whole Time Equivalent (WTE) HSE staff on each Team.

The other information requested has been sought from the HSE and will be forwarded to the Deputy as soon as it is available.
