440. Deputy Alan Farrell asked the Minister for the Environment, Community and Local Government his Departments role from 2013 onwards in administering and managing funds for local authorities once a local government tax is introduced; if details of the expenditure will be available to public representatives through Dáil questions; if overall accountability will be held by him; and if he will make a statement on the matter. An independently-chaired Inter-Departmental Expert Group was established to consider the structures and modalities for an equitable Local Property Tax to replace the Household Charge. The Expert Group’s terms of reference were to consider the design of a Local Property Tax to be approved by Government, which is equitable and is informed by previous work and international experience.

The Group submitted its report and proposals will be brought t o Government shortly. It will then be a matter for the Government to decide on the exact details of implementation, including how the Local Property Tax will interact with the broader funding of local government, taking into account the modalities involved.

The Government has decided that the Local Property Tax will be collected and administered by the Revenue Commissioners.
