142. Deputy Richard Boyd Barrett asked the Minister for Arts, Heritage and the Gaeltacht if he will provide details of the number of semi-State and State agency executives and employees on an agency by agency basis that have salaries of more than €100,000 per year; if he will provide this information in tabular form, detailing any additional allowances, bonuses and the annual cost to the Exchequer of any pension packages to such employees, in terms of tax reliefs or other costs; if he will provide this information for the past three years; and if he will make a statement on the matter. As the Deputy will be aware, employment contracts issued by bodies and agencies funded from my Department's Vote Group are issued in accordance with the relevant provisions for such contracts set down by the Minister for Public Expenditure and Reform. It should be noted that certain contracts also reflect the terms of any specific sanction granted by the Minister for Public Expenditure and Reform.

The numbers of staff of the relevant bodies and agencies currently in receipt of a salary in excess of €100,000 and the corresponding numbers for 2011 are set out in the table below (as the Deputy is aware, my Department was established in June 2011).

I am advised that no additional allowances or bonuses of the type referred to by the Deputy are paid to these employees. In relation to the issue of pension costs, the position is that the relevant pension schemes, which are based on the standard civil service model pension scheme, are a matter for the bodies in question.

I am advised that there are currently no former employees of the type referred to by the Deputy in receipt of a pension in excess of €90,000 per year.

I am advised by Inland Fisheries Ireland (IFI) that the information sought is available in respect of those fisheries that are public fisheries. I am advised that no salmon catches were recorded on the River Maine which has been closed for the years in question. IFI advise that they conducted a pilot study in the Castlemaine Fishery in 2010 which led to the opening of that Fishery in 2011 and 2012. This has resulted in a reduced annual Total Allowable Catch (TAC) for the River Laune and any other rivers associated with Castlemaine Fishery. For the Deputy’s information I am providing the recorded catch in the Harbour.

The number of salmon caught by the top 8 individual draft net licence holders on the relevant public fisheries is set out in the table below.

There are a number of private fisheries on the River Laune. These fisheries are operated by three separate private fishery owners and commercial sensitivity precludes disaggregating the individual catches. The table, however, provides the combined total number of fish caught for the Deputy’s information.

I propose to take Questions Nos. 148 to 151, inclusive, together.

RTE is an independent national public service broadcaster whose remit and obligations are set out in Section 114 of the Broadcasting Act 2009.

Section 98 provides that the company shall be independent in the pursuance of these objects, subject to the requirements of the Act and as such, I, as Minister, have no function in the management of RTE's day to day affairs including decisions it makes on its financial expenditure and on its budgetary position. These are purely matters for RTE management.

RTE has a direct obligation under Section 105 of the Broadcasting Act 2009 to ensure that its revenue is at the earliest possible date at least sufficient to meet all sums properly chargeable to its current account and to make suitable provisions with respect to capital expenditure. I am satisfied that RTE management is fully cognisant of this obligation and are taking all the necessary steps to ensure that the company continues to be in compliance with the terms of the provision. In this regard, I can confirm that I have engaged with the Director-General of RTE on a number of occasions since my appointment as Minister and I have made my view clear that a continuing deficit position is not tenable. I believe that RTE management fully concur with this and are taking the remedial action necessary to address the situation. I have been assured that RTE is taking all the necessary steps in its intention to return to a break-even position by the end of 2013.

In regard to the question of State Aid requirements, I would also like to assure the Deputy that the Broadcaster is fully compliant with State Aid rules and in this regard, I can confirm that the Directorate General for Competition in the European Commission are being kept fully informed of developments in Irish television broadcasting. The only public funds to which RTE have access are television licence fee revenue; there have been no additional funds provided to the broadcaster by the State.

I am aware of the process which the Competition Authority and RTE have been engaged in over the last number of years. Compliance with the outcome of that process is a matter for the Authority and RTE. However, I am assured by the broadcaster that all necessary steps are being taken, including the institution of a new advertising sales model, which has been in place since July of this year.
