168. Deputy Michael Moynihan asked the Minister for Agriculture, Food and the Marine if a person who has land or a farm valued at €400,000, and is thinking of transferring this to his son or daughter in 2013/2014, if there are any changes envisaged by him in relation to transfers for 2014 as opposed to what is in place this year; and if he will make a statement on the matter. Proposals for EU Regulations governing the CAP reform were published in October 2011 and negotiations are ongoing at present. Unfortunately it is still too early to predict what the finer detail of any agreement will be. It is impossible therefore to speculate or indeed to advise on the best options for farmers at this stage. However under the current proposal farmers who have received payment on one or more entitlements in 2010 or 2011 will have entitlements established under the new scheme if they apply in the first year of the scheme. Alternative provisions will be made for farmers who have entered into farming after 2011.

It has now been confirmed that the new Scheme will commence in 2015.
