341. Deputy Willie Penrose asked the Minister for Education and Skills the position regarding the provision of a new secondary school (details supplied) in County Westmeath; and if he will make a statement on the matter. [5785/13]
Amharc ar fhreagraAs the Deputy will be aware in June 2011, I announced that up to 40 new schools are to be established up to 2017 to cater for increasing demographics across a number of locations. These consisted of twenty new primary schools and twenty new post-primary schools. This announcement did not include a proposal to establish any new second level school in the area in County Westmeath referred to by the Deputy. The Forward Planning Section of my Department will continue to monitor enrolments in the area referred to by the Deputy to ensure that there is sufficient school accommodation to meet any projected future demands. If a decision is made to establish a new school in the area referred to by the Deputy, my Department will consider all suitable options for its location including the site referred to by the Deputy. This process will take into account the suitability of any site for the development of school buildings as well as the cost of acquiring it.
342. Deputy Willie Penrose asked the Minister for Education and Skills the position regarding the provision of a new school (details supplied) in County Westmeath; if same will be expedited; and if he will make a statement on the matter. [5786/13]
Amharc ar fhreagraThe school project referred to by the Deputy is included in the 5 year construction programme announced in March 2012 and is scheduled to progress to construction in 2015/16.The delivery method for the project is being finalised at the moment and the school authorities will be informed as quickly as possible.
343. Deputy Caoimhghín Ó Caoláin asked the Minister for Education and Skills the options available to local elected representatives, town, county, city and borough councillors to make representations to Student Universal Support Ireland on behalf of constituents; and if he will make a statement on the matter. [5795/13]
Amharc ar fhreagraIn line with SUSI's Data Protection Procedures, Councillors as elected representatives can make representations to SUSI on behalf of students using the procedure that SUSI has in place for dealing with third party data requests.
344. Deputy Seán Ó Fearghaíl asked the Minister for Education and Skills if he will ensure that an Autism spectrum disorder unit will be provided in Kildare town to meet the needs of the town's pre-school and primary school population; and if he will make a statement on the matter. [5805/13]
Amharc ar fhreagra345. Deputy Seán Ó Fearghaíl asked the Minister for Education and Skills if he will consider the case of a child (details supplied) in County Kildare; if he will ensure that this child's educational needs are met as a matter of urgency; and if he will make a statement on the matter. [5806/13]
Amharc ar fhreagraI propose to take Questions Nos. 344 and 345 together.I have arranged for the matter raised by the Deputy to be forwarded to the NCSE for their attention and direct reply. The Deputy will be aware that the National Council for Special Education (NCSE), through its network of local special educational needs organisers (SENOs), is responsible for processing applications from primary and post primary schools for special educational needs supports, including the establishment of special classes in various geographical areas as required. The NCSE operates within my Department's criteria in allocating such support. SENOs are a valuable source of support to parents who are actively sourcing a placement for their children. Furthermore the National Educational Welfare Board (NEWB) is the statutory agency which assists parents who are experiencing difficulty in securing a school place for their child. The establishment of a network of autism-specific special classes in schools across the country to cater for children with autism has been a key educational priority in recent years. The Deputy will also be aware that the Health Service Executive is responsible for the provision of health supports, including therapies, to children with special educational needs.
346. Deputy Ciarán Lynch asked the Minister for Education and Skills when a determination will be made on an appeal for grant assistance in respect of a person (details supplied) in County Cork; and if he will make a statement on the matter. [5821/13]
Amharc ar fhreagraMy officials understand from Student Universal Support Ireland that the decision on the grant application from the student referred to by the Deputy was appealed by the applicant on 17th January, 2013. SUSI aims to issue appeal determinations as promptly as possible and within the specified timeframe specified in the Student Support Act, 2011.Where an appeal is turned down in writing by SUSI and the applicant remains of the view that the scheme has not interpreted correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the independent Student Grants Appeals Board.
347. Deputy Patrick Nulty asked the Minister for Education and Skills if the reimbursement of fees in respect of a person (details supplied) in Dublin 15 will be expedited; the reason for the delay; and if he will make a statement on the matter. [5824/13]
Amharc ar fhreagraA fees invoice was received by Student Universal Support Ireland (SUSI) from the College of the student referred to by the Duputy on the 28th January 2013 and is currently been processed.
348. Deputy Patrick Nulty asked the Minister for Education and Skills the steps he will take to ensure that literacy tutors working for vocational educational committees are given proper contracts of employment; if he will ensure that matters raised by tutors and their representatives regarding same are addressed to their satisfaction, namely contracts of indefinite duration, allocation of hours, sick pay and leave entitlements, administrative workload; and if he will make a statement on the matter. [5833/13]
Amharc ar fhreagraAdult Literacy services are funded by my Department through annual grants to Vocational Education Committees (VECs), which deliver the services locally. VECs employ staff to deliver adult literacy tuition and it is the VECs which are responsible for the terms and conditions of those staff and implementing them in accordance with employment legislation.
349. Deputy Patrick Nulty asked the Minister for Education and Skills if a student grant application will be expedited in respect of a person (details supplied) in Dublin 15; the reason for the delay; and if he will make a statement on the matter. [5853/13]
Amharc ar fhreagraOfficials in my Department have confirmed with Student Universal Support Ireland that on the 4th January 2013, a request for further documentation was issued to the student referred to by the Deputy. As soon as the requested documentation is received, the student will be notified directly of the outcome.
350. Deputy Peadar Tóibín asked the Minister for Education and Skills the systems in place to ensure that all contractors and sub-contractors employed on construction, refurbishment and maintenance projects funded by the State are fully compliant with Irish and European labour laws and regulations; if he will give an assurance that no contractor or sub-contractor employed on such contracts is currently in breach of any aspect of Irish or European labour law and regulations. [5864/13]
Amharc ar fhreagraThe payment of the appropriate Registered Employment Agreement rates of Pay and Conditions of Employment (including pensions) is a Contract clause in all the Public Works Contracts. The Contractor's obligation in terms of Pay and Conditions of Employment apply to not only his workers but also all other workers on site. My Department has produced a guidance note for Consultants on pay and conditions of employment which is available on my Department's website at www.education.ie. This sets out for Consultants the procedure for dealing with issues relating to pay and conditions.Where an allegation of non compliance arises, the allegation should be reported to the appropriate statutory dispute investigation and resolution mechanisms provided by the State. The main statutory agency charged with this function is the National Employment Rights Authority (NERA) which has the remit, resources, experience and statutory powers in place to investigate and resolve these matters in the most efficient and impartial manner. Where serious breaches are alleged it is also possible to refer the matter directly to the Labour Court. If the Deputy is aware of any particular state contracts where there are concerns that Irish and European labour laws and regulations are not been complied with, the Deputy should bring these to the attention of NERA.
352. Deputy Willie O'Dea asked the Minister for Education and Skills the number of former public servants recruited before 6 April 1995 who are currently receiving a public sector pension including both pensions funded by the Exchequer and through the Local Government Fund, and those pension schemes for which he has responsibility; the age profile of those public servants; if he will provide in tabular form the numbers of public sector pensioners in the following parameters between €1,000 intervals up to €20,000 and those on more than €20,000. [5889/13]
Amharc ar fhreagraThe detailed information sought by the Deputy is not readily available as it is not compiled in this format within my Department or in the bodies/agencies under the aegis of my Department. The extraction of this data would be extremely time-consuming and would entail the re-assignment of scare staff resources from priority tasks resulting in delays in pension administration and reduced ability to address day to day work in a timely manner. Such assignment of scarce staff resources in my Department and in bodies/agencies under the aegis of my Department to the compilation of this information could not be justified. However, I will arrange for a copy of less specific information regarding pension payments under various parameters which was provided to the House in the recent past to be provided to the Deputy if he so wishes.
353. Deputy Brendan Griffin asked the Minister for Education and Skills the way funding for higher education grants was administrated and awarded to Student Universal Support Ireland and other grant awarding authorities; and if he will make a statement on the matter. [5901/13]
Amharc ar fhreagraA total of four claim forms are submitted from awarding authorities, including Student Universal Support Ireland, at intervals over the course of the academic year, including a final reconciliation claim in June/July each year. This process allows for an advancement of funding at the beginning of the academic year and estimation of expenditure in the following two payments which is subsequently reconciled. This process ensures that awarding authorities have sufficient funds to enable timely payment of grants throughout the academic year.
354. Deputy Micheál Martin asked the Minister for Education and Skills the position regarding the construction of the new primary school (details supplied) in Dublin 16; and if he will make a statement on the matter. [5906/13]
Amharc ar fhreagraThe building project to which the Deputy refers is currently under construction. Works are progressing on site and the project is scheduled for completion in 2014.
355. Deputy Brendan Griffin asked the Minister for Education and Skills the name of the company that designed the Student Universal Support Ireland online student grant application system; and his plans to make further improvements to the system. [5913/13]
Amharc ar fhreagraCapita IB Solutions (Ireland) Ltd (formerly known as iSOFT Business Solutions) is the company that designed the on-line Student Grant Application Facility. The system is subject to on going review and development.
356. Deputy Charlie McConalogue asked the Minister for Education and Skills the progress that has been made on the issue of national procurement following his meeting of 28 January 2013; and if he will make a statement on the matter. [5973/13]
Amharc ar fhreagraDue to the unavailability of key officials of my Department the proposed meeting with the National Procurement Service for 28th January had to be postposed at short notice and arrangements are currently being made to rescheduled the meeting.
357. Deputy David Stanton asked the Minister for Public Expenditure and Reform if his attention has been drawn to any studies and surveys carried out in County Cork in 2012 by officials from his Department or bodies under the aegis of his Department into the risk of river flooding and sea incursions in estuaries and other low lying areas; and if he will make a statement on the matter. 358. Deputy Dara Murphy asked the Minister for Public Expenditure and Reform the plans in place for the disposal of the existing prefabs that currently house the Garda Station in Blarney, County Cork; when the new station will be completed; and if he will make a statement on the matter. [5646/13]
Amharc ar fhreagraTenders for the refurbishment and extension of the Station have been evaluated and a preferred tender has been identified. Subject to the contractor producing all of the documentation required for completion of the tender award process, it is anticipated that the contract will be placed by the end of this month with work commencing on site immediately thereafter.
Alternative arrangements for the existing prefabs will be put in place following the completion of the Station project.
359. Deputy Michael Healy-Rae asked the Minister for Public Expenditure and Reform the position regarding a Garda station (details supplied) in County Kerry; and if he will make a statement on the matter. [5852/13]
Amharc ar fhreagraThe Commissioners of Public Works hold Lauragh Garda Station under a long lease.
The Commissioners of Public Works are working with the office of the Chief State Solicitor to address some legal issues arising from the closure of the Garda Station.
The Office of Public Works is currently assessing the property options arising in respect of all the recently closed Garda Stations, including Lauragh.
