The management of inpatient and daycase waiting lists for patients awaiting public health care is based on the principle that after urgent and cancer patients are treated, then clinically assessed routine patients should be seen in chronological order (i.e. longest waiter first). Should the patient's general practitioner consider that the patient's condition warrants an earlier appointment, he/she would be in the best position to take the matter up with the consultant and hospital involved. In relation to the specific query raised by the Deputy, as this is a service matter it has been referred to the HSE for direct reply.

Health Services Recruitment

Deputy Tony McLoughlin asked the Minister for Health if his attention has been drawn to the fact that the current embargo on recruitment in the Health Service Executive allows the recruitment of all staff except nurses, clerical-administration, maintenance and household staff; and when he will ask the HSE to review the embargo to ensure nurses and other frontline clinical staff can be recruited to ensure the continuity of frontline service. The Government has decided that the numbers employed across the public service must be reduced in order to meet its fiscal and budgetary targets. The health sector must make its contribution to that reduction. However, the HSE can make staff appointments once it remains within its overall employment ceiling and has the financial resources to do so. As the recruitment of nurse and other frontline clerical staff is a matter for the HSE in the first instance, the Deputy's enquiry has been referred to the Health Service Executive for direct reply.

I propose to take Questions Nos. 511 and 512 together.

The Government has decided that the numbers employed across the public service must be reduced, in order to meet fiscal and budgetary targets. The health sector must make its contribution to that reduction. This policy requires that by the end of 2013, the health service achieves a workforce of 98,955 wholetime equivalents (WTEs). This target takes account of Government commitments to recruit staff in a number of priority areas - primarily mental health and primary care services.

Work is being undertaken at present by my Department, in conjunction with the HSE, to develop a series of targeted measures which will facilitate the achievement of the necessary net reductions in health service staff numbers, while at the same time ensuring that the service levels and other objectives provided for in the HSE's National Service Plan 2013 are delivered upon.

Staff redeployment is a key component of the Public Service Agreement. It has been central in enabling the HSE to meet significant budgetary and staffing challenges in the face of increased demands for services. In November 2012, a Revised Action Plan for the Health Sector was submitted to, and subsequently accepted by, the National Implementation Body. The plan confirms the HSE's intention to continue to pursue staff re-deployment in line with the provisions of the Agreement and in particular in the context of a number of shared services developments.

Health Services Charges

Deputy Billy Timmins asked the Minister for Health further to Parliamentary Question No. 501 of 5 March 2013, as a letter from a registered practitioner in the EU is acceptable for other EU members attending accident and emergency in Ireland, the reason it is not acceptable for an Irish person; and if he will make a statement on the matter. As previously indicated, the A&E charge which is currently €100, is provided for by the Health (Out-Patient Charges) Regulations 1994 (as amended). The charge charge applies to persons attending Accident and Emergency, Casualty Departments or any other facility providing similar services subject to exemptions set out in these regulations, including medical card holders and those who have a letter of referral from a registered medical practitioner.

Under EU Regulations, a person who becomes ill or injured while on a temporary stay in any EU/EEA Member State or Switzerland may available of emergency health care in the public health system of the country under the terms of that country's public health system. The European Health Insurance Card (EHIC) is issued to facilitate this process. In Ireland such a person is treated as if they have full eligibility (i.e. have a medical card) and no charge is levied. Irish citizens are treated in a similar manner when they require such emergency public health care within the EU\EEA and Switzerland (and produce their EHIC), the arrangements are reciprocal and Ireland provides services to citizens of other EU\EAA States and Switzerland while they provide emergency care to our citizens.
