Leader Programmes Funding

12. Deputy Niall Collins asked the Minister for the Environment, Community and Local Government if he will give the breakdown of the recent allocation of funds sanctioned to Leader companies; the amount allocated to each company, broken down by measure; and if he will make a statement on the matter. I refer to the reply to priority Question No. 4 on today’s order paper.

I have allowed the issuing of contracts for approximately €42 million worth of projects that have all the necessary approvals in place.  The Local Development Companies (LDCs) have two weeks to notify my Department as to whether all of the projects considered within this €42 million are ready to proceed.

Once this exercise is complete my Department will then be in a position to establish how much of the €90 million is remaining and will notify each LDC of their allocation for the remainder of the Programme.

The following table sets out how the €42 million worth of projects is distributed across the various LDCs.

Domestic Violence Policy

13. Deputy Sandra McLellan asked the Minister for the Environment, Community and Local Government the steps he is taking to treat domestic abuse as a serious cause of social housing need and homelessness; and if he will prioritise the addressing of this need in the interests of protecting vulnerable adults and children. Responsibility for the development and provision of services to support victims of domestic abuse rests with the Minister for Health and is delivered through the Health Service Executive. In addition Cosc, the National Office for the Prevention of Domestic, Sexual and Gender-based Violence, which was established in June 2007 as an executive office of the Department of Justice and Equality, works to ensure the delivery of a coordinated response to issues of domestic, sexual and gender-based violence across Government. Actions to ensure effectiveness and consistency in housing responses for victims of domestic violence are set out in Action 10 of the National Strategy on Domestic, Sexual and Gender-based Violence 2010-2014. My Department is developing the necessary guidance to implement this action.

In addition, my Department provides current funding, under Section 10 of the Housing Act 1988, towards the operational costs of refuges for the victims of domestic abuse.

Persons who are forced to leave their homes due to domestic violence may , however , be placed in accommodation arranged by local authorities without having to be entered on the waiting list. In the longer term, victims of domestic violence may qualify under section 20 of the Housing (Miscellaneous Provisions) Act 2009 for entry on a waiting list for social housing support if, in addition to meeting the normal eligibility criteria, the housing authority considers that their current accommodation is unsuitable, having regard to particular household circumstances or on exceptional medical or compassionate grounds.

My Department is keeping the social housing assessment provisions under review and will consider what wider discretion might be given to housing authorities by way of Regulations to address the individually difficult and complex cases which may present to them.

14. Deputy Gerry Adams asked the Minister for the Environment, Community and Local Government if he will provide a list of the buildings and their locations that his Department rent; the number that are signed up to upward only rent agreements; and the cost of each building. [20500/13]

In general, premises and sites occupied by my Department are rented or leased by the Office of Public Works, rather than directly by my Department. My Department rents office space for Met Éireann at Dublin, Shannon and Cork airports at a full year rental cost of €86,106 for Dublin and €159,818 for Shannon.

In relation to the office space at Cork Airport, rent for 2009 to 2013 is yet to be paid, pending the finalisation of discussions with the Cork Airport Authority which manages the airport. The OPW and the Airport Authorities are currently in discussion regarding contracts. The Airport Authorities are the owners of all accommodation at the airports; therefore there are no alternative accommodation providers available to Met Éireann at those locations. There is also some land rented from a private landowner at Valentia, Co Kerry at a cost of €500 in 2013.

The contracts do not contain upward-only rent review clauses.

My Department also shares with other Government Departments the rent and ancillary costs of a premises occupied by Ireland's Permanent Representation to the EU in Brussels. My Department’s share of rental costs associated with this office is set by the Department of Foreign Affairs and Trade at €25,523 for 2013.
