Deputy Joe Higgins asked the Minister for Education and Skills if he will address the anomaly in the correspondence (details supplied) whereby persons who complete a foundation course under the springboard initiative in order to access third level can be made ineligible for free fees in respect of their third level course on the basis that the foundation course is itself a major award.
