Deputy John Halligan asked the Minister for the Environment, Community and Local Government if he will set out in detail the process through which a company such as a particular company (details supplied) would establish an offshore wind farm in the foreshore, as is currently proposed for the Kish Bank, including when the licence was granted and the nature of the public consultation process surrounding the granting; and if he will make a statement on the matter.
