Hepatitis C Compensation Payments

Deputy Clare Daly asked the Minister for Health further to Parliamentary Question No. 708 of 28 January 2014, if he will conduct a comprehensive audit of the hepatitis C tribunal in relation to the specific issue of the €100 million surplus which accumulated in two years; if he guarantees to the Oireachtas that no mishandling of public moneys has occurred; and if he will agree to provide the health committee with full access to all records of the tribunal which can show that this surplus was used on award payments. There was an error in the published accounts for 2009 which led to the Surplus/(Deficit) carried forward to 2010 being listed as a surplus of €106,672,203. This error was corrected in the 2010 Accounts. In view of this I do not propose to have an audit undertaken on the matter. The Accounts for the The Hepatitis C Compensation Tribunal are publicly available.

Departmental Funding

Deputy Terence Flanagan asked the Minister for Health if he will provide a list of all NGOs in receipt of funding-grants from his Department in each of the past five years; and the NGOs in receipt of funding-grants from his Department over the past five years that are bound by a service level agreement. The only source of funding for NGOs in my Department's Vote is the National Lottery Discretionary Fund. Receipt of funding is based on a detailed assessment of the application and service level agreements are not applicable, as such grants are, by their nature, for once-off projects and are not intended to fund ongoing services. Information in relation to organisations who received funding from this fund for the years 2009 to 2013 is available on the Department's website at www.doh.ie.
