Deputy Luke 'Ming' Flanagan asked the Minister for Agriculture, Food and the Marine when the requirement to submit a sheep census became legally enforceable under Irish law; the specific statutory authority underpinning the sheep census obligation; and if he will make a statement on the matter. The requirement for flock owners to submit the annual census details to my Department came into effect on 29 January 2004 in accordance with the provisions of Council Regulation (EC) No. 21/2004, which is directly applicable in Member States.
