I propose to take Questions Nos. 639 and 642 together.
As Minister for Transport, Tourism and Sport I have responsibility for policy and overall funding in relation to public transport. Following the establishment of the National Transport Authority (NTA) on 1st December 2009, the implementation and development of infrastructure projects in the Greater Dublin Area (GDA), such as the proposed routes for the Bus Rapid Transit (Swiftway) system comes under the remit of the NTA. The NTA is examining 3 BRT (Swiftway) routes, Swords/Airport to City Centre, Blanchardstown to UCD and Clongriffin to Tallaght.
Under the current capital plan (Infrastructural and Capital Investment 2012-2016: Medium Term Exchequer Framework), funding is only available for the initial design and planning for a small number of BRT schemes. These schemes, of which Swords /Airport has been identified by the NTA as the priority, will be included for consideration with other projects in deciding on priorities for the next capital plan post-2016. The priority post 2016 will continue to be to protect existing investment and maintain safety standards. If there are additional funds after that, there will be many competing demands and only projects which are affordable, have a strong business case and demonstrate how they will increase public transport usage will be included for consideration. Noting the NTA's responsibility in the matter, I have referred the Deputies question to the NTA for direct reply.
