Deputy Mary Lou McDonald asked the Minister for Health the reason a medical card file in respect of a person (details supplied) in Dublin 22 has not yet been sent from PCRS to the Health Service Executive appeals section, despite the fact that the appeal was lodged on 6 February 2014; when the file will be sent to the appeals section to enable them to process the appeal. Deputy Dara Calleary asked the Minister for Health the reason discretionary medical cards (details supplied) are still being removed form patients despite his claims that discretionary medical cards are not being removed; his views on whether it is morally wrong to remove medical cards from such patients; and if he will make a statement on the matter. Amharc ar fhreagraAs I have put on the record of the House on more than one occasion, medical cards awarded on a discretionary basis are being not being arbitrarily withdrawn or refused. Eligibility for a medical card only exists for so long as a person continues to meet the criteria set out in the Health Act 1970, as amended. Therefore, all medical cards, including those granted on a discretionary basis, are subject to a periodic review of eligibility to determine continuing eligibility.
At application or review stage, the HSE has discretion to grant a medical card where an applicant’s means are above the financial thresholds, as set out in the national guidelines. Granting medical card eligibility on a discretionary basis arises when a person cannot arrange GP services for themselves and their family without undue financial hardship. It is important to note that discretion is not a stand-alone exercise. Exercising discretion has been, and remains, an integral part of the assessment process for a medical card.

Amharc ar fhreagraThe National Waiting List Management Policy, A standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, January 2013, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the Health Service Executive, sets out the processes that hospitals are to implement to manage waiting lists.

Appointments for the audiology service are sent in a strict chronology according to clinical priorities and date of receipt of referral.
