Deputy Michelle Mulherin asked the Minister for Education and Skills the guidelines under article 15(8) of the student grant scheme 2014 that allow an awarding authority discretion to waive the provisions of articles 15(6) and 15(7); when she issued those guidelines to the awarding authorities; and if she will make a statement on the matter.
