Connaughton asked the Minister for Health if consultant costs incurred by persons with no medical cards and no private health insurance are allowable as health expenses when applications for persons over 70 who have illnesses are assessed by the primary care reimbursement service on an under-70s basis; if they are allowable when an appeal is being considered; and if he will make a statement on the matter.
