Mar chuid den obair ar dhréacht-Phlean Fórsa Oibre mo Roinnse do 2014, rinneadh réamh-iniúchadh ar na postanna ina bhfacthas go bhféadfadh inniúlacht sa Ghaeilge agus sa Bhéarla araon a bheith riachtanach. Mar thoradh ar sin, rinneadh 72 phost a aithint mar mheastachán tosaigh ar an riachtanas a d'fhéadfadh a bheith i gceist.

Total photography costs for my Department in 2011, 2012, 2013 and 2014 were €1,054.62, €3,605.85, €3,943.38 and €4,015.78 respectively. No costs were incurred from use of the Ministerial allowance. The table below sets out the information requested by the Deputy.

The hiring of photographers for Ministerial or Departmental events is dependent on a number of factors, including the nature of the engagement, the expected level of media interest and the national/regional scope of the subject. At all times, value for money is a critical consideration in the context of the booking of photographers.

Special Protection Areas Designation

Deputy Éamon Ó Cuív asked the Minister for Arts, Heritage and the Gaeltacht if she will introduce a new scheme to assist farmers in preserving the hen harrier in designated special protection areas; the expected cycle of time needed to ensure the preservation of the hen harrier in these areas; the proposed length of any new conservation scheme; her views that the hen harrier can survive and thrive without the introduction of such a scheme; and if she will make a statement on the matter. The Hen Harrier is protected under the EU Birds Directive and 6 Special Protection Areas have been designated for the conservation of the species. The Hen Harrier remains at risk due to a number of factors, such as the reclamation of upland open habitats for agriculture, the development of some wind farms and the maturing of the large-scale forests planted in upland areas. Such activities have a serious impact on the birds’ breeding populations.

To address these issues, my Department is working with other relevant Departments on a Threat Response Plan, which is intended to provide an overall plan to improve the prospects of the Hen Harrier, while bringing clarity to wider issues, including afforestation and wind energy. The Departments will examine all of the issues at hand, including forestry consents, planning permissions for wind farms and financial supports for farmers, with a view to determining the appropriate course of further action. The Threat Response Plan will be key in ensuring the long-term conservation of the Hen Harrier.

With regard to conservation schemes, my Department is in ongoing discussions with the Department of Agriculture, Food and the Marine concerning a range of measures for the protection or restoration of biodiversity, including the Hen Harrier, under Ireland's next EU co-funded Rural Development Programme.

Mar is eol don Teachta, is ar mo Roinnse atá an fhreagracht uileghabhálach an Straitéis 20 Bliain don Ghaeilge 2010-2030 a chomhordú agus a chur i bhfeidhm i gcomhar le réimse mór páirtithe leasmhara. Cuirtear é seo i gcrích tríd na struchtúir éagsúla, lena n-áirítear an Coiste Rialtais don Ghaeilge agus don Ghaeltacht, an Coiste Comhairleach, an Grúpa Idir-Rannach agus na grúpaí ardleibhéil éagsúla. Ón uair gur foilsíodh an Straitéis i mí na Nollag 2010, tá dul chun cinn suntasach déanta ar chur i bhfeidhm na réimsí gnímh éagsúla atá luaite inti. Foilsíodh tuarascáil sa bhliain 2013 inar léiríodh an dul chun cinn foriomlán a rinneadh maidir le feidhmiú na Straitéise le linn na tréimhse ó 2010 go 2013. Ina theannta sin, d'fhoilsigh na Ranna Rialtais ábhartha a gcuid pleananna forfheidhmithe faoin Straitéis ag an am céanna. I mí Mheán Fómhair 2014, d’fhoilsigh na Ranna Rialtais ábhartha, dhá cheann déag acu san iomlán agus mo Roinn féin san áireamh, tuarascálacha ar an dul chun cinn a bhí déanta acu ó 2013 faoin Straitéis. Cé go bhfuil an Straitéis fite fuaite le gníomhaíochtaí mo Roinne thar na réimsí Gaeilge agus Gaeltachta go léir, ní miste a rá gur cuireadh allúntas ar leith de €0.5m ar fáil don chéad uair riamh don Straitéis i Vóta mo Roinne anuraidh. Caitheadh an t-airgead sin ar ghníomhaíochtaí breisluacha ar leith chun tacú leis an Straitéis agus leis an bpróiseas pleanála teanga faoi Acht na Gaeltachta 2012. Is ar mhaithe leis na haidhmeanna céanna a chur i gcrích a chaithfear an t-allúntas ar leith de €0.551m atá ar fáil don Straitéis i Vóta mo Roinne i mbliana.

At present, there is one EU Directive which requires implementation by my Department. The timeframe for its implementation is 18 December 2015. The Directive in question is Directive 2014/60/EU of the European Parliament and of the Council of 15 May 2014 on the return of cultural objects unlawfully removed from the territory of a Member State.

There have been no secondments of the types described by the Deputy since my Department was established in June 2011.
