289. Deputy Jonathan O'Brien asked the Minister for Public Expenditure and Reform if his Department has received a business case from the Child and Family Agency and from the Courts Service of Ireland to cost proposals for full implementation of the Ryan report; and the additional resources that have been requested. My Department has not received a business case from the Child and Family Agency or from the Courts Service relating to the full implementation of the Ryan Report. As the Deputy is probably aware, the implementation of the Plan was overseen by a High Level Monitoring Group chaired by the Minister for Children and Youth Affairs.  The fourth and final report of the Monitoring Group has been approved by Government and was laid before the Houses of the Oireachtas on 13th March 2015.

While the Monitoring Committee has now stepped down, the Minister for Children and Youth Affairs has undertaken to provide the Government with updates on the outstanding actions in the implementation plan, until all these are complete. The issue of resources for implementation of the Report is, in the first instant, a matter for the Minister for Children and Youth Affairs or other relevant Ministers.
