Deputy Charlie McConalogue asked the Minister for the Environment, Community and Local Government further to the recent visit of the Minister of State, Deputy Paudie Coffey, to a number of homes in County Donegal affected by mica, the action the Government plans to take to assist affected homeowners; if the Government will set up an expert panel to assess the extent of the problem and the way it will be addressed; and if he will make a statement on the matter. I fully appreciate and acknowledge the extremely difficult and distressing situations that many homeowners in Donegal are facing on account of damage to the structural integrity of their homes and, following my recent visit to a number of the affected homes, my Department has recently received a number of test reports that had previously been commissioned by several homeowners to ascertain the particular cause of the problems. These test reports are currently being reviewed by my Department and a report will be prepared for my consideration in the matter shortly.

I propose to take Questions Nos. 640 to 642, inclusive, together.

My Department’s Capital Assistance Scheme provides support, through local authorities, towards the approved costs of housing bodies in providing accommodation for persons with specific categories of housing need, including older people, people with an intellectual, physical or mental health disability, homeless people, returning emigrants and victims of domestic violence. Details of the funding provided to both Dublin City Council and Fingal County Council under the Scheme for the last three years is outlined as follows. Funding provided in Dublin saw the completion of 99 units in Fr. Scully House in Dublin 1, whilst the completion of Cuan Mhuire ‘Lumen Initiative’, also in Dublin 1, provided accommodation for over 60 people.

Each local authority has responsibility for identifying their area’s social housing need and responding as required, including planning and undertaking new social housing developments both through the local authority’s own developments and through working with Approved Housing Bodies to meet this need. A ‘Call for Proposals’ to the voluntary housing sector under the Capital Assistance Scheme has recently been issued, which will identify new construction and acquisition projects for the delivery of additional social housing units to facilitate independent living for persons with specific categories of housing need. Local authorities will be aware of the opportunity that arises through providing sheltered housing for older people to free up existing social housing for re-tenanting.

The information requested is not available in my Department. Under section 159 of the Local Government Act 2001, each Chief Executive is responsible for staffing and organisation arrangements necessary for carrying out the functions of the local authorities for which he or she is responsible.

Social Inclusion and Community Activation Programme

Deputy Billy Kelleher asked the Minister for the Environment, Community and Local Government if he will reconsider the decision not to fund Ballymun Whitehall area partnership under the social inclusion and community activation programme, in view of the vital services the partnership provides in an area of socioeconomic disadvantage, and the devastating impact its closure will have on the local community. My Department’s Local and Community Development Programme (LCDP) is the largest social inclusion intervention of its kind in the State and is being implemented on a transitional basis until the end of March 2015, pending the roll out of the new Social Inclusion and Community Activation Programme (SICAP) on 1 April 2015.

In accordance with the Public Spending Code, legal advice, good practice internationally and in order to ensure the optimum delivery of services to clients, SICAP is subject to a public procurement process, which is in its final stages. Tenderers have now been informed of the outcome of their tender and Local Community Development Committees (LCDCs) are in the process of finalising contracts with the successful tenderers. I am satisfied that the procurement process was in line with good practice, conforming to EU norms.

It is understood that a small number of Local Development Companies (LDCs) that have delivered the LCDP did not secure SICAP contracts. Pobal, on behalf of my Department is engaging with LCDCs on mechanisms to support stakeholders to address some of the issues and concerns in terms of business continuity, orderly closure of the LCDP, redundancy costs and due diligence etc. 

The primary focus of my Department is to ensure that the front-line services being supported, particularly those focused on the needs of the most socially deprived communities, are protected, given the need to ensure best value for the scarce resources available.

I am confident that SICAP will continue to provide key supports to those most in need in our communities, in all Local Authority areas throughout the country, including in the Ballymun-Whitehall area.

Irish Water Administration

No Exchequer funds have been provided for the establishment costs of Irish Water. The only Exchequer funding provided to Bórd Gáis or Irish Water in 2012 or 2013 in relation to the metering costs of Irish Water was a grant of €0.57m to Irish Water in 2013 to fund the cost of a pilot study in relation to Phase 2 of the Water Metering Programme which is targeted at metering those properties that were not meterable in the Phase 1 Programme. In 2014, Irish Water, which now has statutory responsibility for water services, received €239m for capital purposes – this was provided by way of €185m capital contribution from the Minister for Finance and a further €54m in the form of a convertible loan. This is broadly equivalent to the €240m in Exchequer resources devoted to the Water Services Investment Programme in 2013. A further capital contribution of €222m in respect of 2015 has also been provided to Irish Water by the Minister for Finance.

Irish Water received a subvention of some €439 million from the Local Government Fund in 2014 for operational expenditure, to fund water-related expenditures incurred heretofore by local authorities and which would, historically, have been met by local authorities from their own resources, non-domestic water charge revenues and general purpose grants from the Fund.

In relation to the broader water sector reform programme, my Department has provided funding of some €21m during the period 2012 to date. The majority of this expenditure related to funding provided to local authorities to meet the costs of the pre-installation survey required as part of the domestic metering programme and the staffing costs of the Water Services Transition Office, which was put in place to ensure appropriate arrangements for engagement with the local authority sector during the reform process.

My Department is currently engaging with the relevant local authorities to agree 2015 work programmes for each of the regeneration projects, to include the necessary staffing levels to support these programmes. It is anticipated that this process will be concluded within the next few weeks. Private Rented Accommodation Standards

The Residential Tenancies Acts 2004 and 2009 regulate the landlord-tenant relationship in the private rented residential sector and set out the rights and obligations of landlords and tenants. Sections 12 and 16 set out the obligations on the landlord and tenant respectively, including in relation to the condition of the dwelling.

This review has been completed and the review findings have now been forwarded to Mayo North East Leader Partnership Company. I understand that Mayo North East Leader Partnership Company will respond to the review findings shortly in order to progress this project claim further.

Library fees and charges are operational matters for local authorities and the funding of the library service is decided by each local authority in the process of adopting the budget by the elected members. The strategy for public libraries 2013 – 2017, Opportunities for All, provides that my Department will work with local authorities and the Libraries Development Unit of the Local Government Management Agency to investigate models of service provision in terms of value for money and effectiveness, with a view to enabling free access to core information, learning and cultural services by 2017. In line with this measure and in the context of the implementation of a single library management system for all library services across the country by June 2016, the business case for the removal of membership charges by all authorities is being examined.

I propose to take Questions Nos. 655 and 675 together.

Part 3 of the Housing (Miscellaneous Provisions) Act 2014 provides for a new scheme for the tenant purchase of existing local authority houses along incremental purchase lines. Under the 1995 scheme, discounts were related to the length of tenancy rather than income, with no provision for the State to share in any profits arising from the resale of dwellings. In contrast, discounts under the new incremental purchase model are much higher than under the 1995 scheme and, because the discounts are income-related, they will enable tenants to purchase their homes earlier in their tenancies than was the case under previous schemes. The new scheme will encourage tenant purchasers to remain in their dwellings for a reasonable length of time after purchase, thus fostering stable and sustainable communities.

The Government’s Social Housing Strategy 2020, which was published in November 2014, includes a commitment to introduce the new tenant purchase scheme in the second quarter of 2015. Full details of the new scheme will be set out in Regulations that will be made in advance of its introduction.

Services for People with Disabilities

Deputy Tom Fleming asked the Minister for the Environment, Community and Local Government if he will extend current bridging for all organisations (details supplied) currently within the bridging scheme to the end of the current funding period, 31 December 2016; if he will provide a commitment to implement a disability inclusion funding scheme commencing in January 2017; and if he will make a statement on the matter. The funding Scheme to Support National Organisations (SSNO) in the community and voluntary sector aims to provide multi-annual funding to national organisations towards core costs associated with the provision of services. Applications for a new round of funding, which commenced on 1 July 2014, were subject to an appraisal process.  55 applications were approved for funding for the two-year period from 1 July 2014 to 30 June 2016. A number of previously funded organisations were not approved for funding on this occasion. Pobal were asked to undertake the management of the scheme and, in that context, put in place a dedicated team to deal with any inquiries from applicants and to provide detailed feedback. Furthermore, an appeals process was put in place, on foot of which Pobal submitted a report, which is currently being considered.

On 18 July 2014, it was announced that bridging funding of €1.4million would be allocated for a twelve month period to a number of previously funded health, disability and other organisations that were not approved for funding under the new scheme, pending the carrying out of a review of the public funding of national organisations in the health and disability sector. This bridging funding in 2014/2015 will enable organisations to plan for their future, whether with or without State support, such as that provided under the SSNO. Details of the bridging funding provided are set out in the table.

The review process is well under way and is being advanced in consultation with the Department of Health. The review is designed to rationalise the funding of these organisations to ensure efficiency in the use of public money and avoidance of duplication, while providing appropriate support to organisations working in the sector. The Health Service Executive and Pobal are also participating in the review. All organisations in receipt of bridging funding have been contacted to make submissions as part of the review process. I intend to complete and publish the outcome of the review in the coming months.
