267. Deputy Tom Fleming asked the Minister for Transport, Tourism and Sport if he will examine correspondence (details supplied) and address the anomalies which are delaying the valid application for registration of a property with Fáilte Ireland, in view of the fact that this property is a four star holiday home registered with Fáilte Ireland for the past nine years, registration is only required for 2015, and this house is in full compliance with all structural regulations and planning permission; and if he will make a statement on the matter. Road Tolls

Deputy Timmy Dooley asked the Minister for Transport, Tourism and Sport if he will provide, in tabular form, the total amount paid in tolls by different categories of road users, that is, private motorists, haulage and so on, on all national and non-national roads in the years 2012 to 2014, inclusive. As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme.  The planning, design and implementation of individual road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

Furthermore, the statutory power to levy tolls on national roads such as the M50, to make toll bye-laws and to enter into toll agreements with private investors in respect of national roads is vested in the National Roads Authority (NRA) under Part V of the Roads Act 1993 (as amended by the Planning and Development Act 2000 and the Roads Act 2007).

Noting the above position, I have referred the Deputy’s question to the NRA for direct reply.  Please advise my private office if you do not receive a reply within 10 working days.

There is one toll scheme on a non-national road and this is on the East Link Bridge in Dublin. Toll revenue for that facility is a matter for Dublin City Council in conjunction with the toll operator.

As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme.  The planning, design and implementation of individual road projects, including the Adare Bypass is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

Within its capital budget, the assessment and prioritisation of individual projects is a matter in the first instance for the NRA in accordance with Section 19 of the Roads Act.

Coast Guard Services

An Engineering position became available on foot of the retirement of an officer from the Cork Office of the Irish Coast Guard. The advertisement which issued from the Public Appointments Service (PAS) indicated that the position to be filled was in Cork. The recruitment process was undertaken earlier this year by the PAS and arrangements are currently being finalised to employ the successful candidate who will be assigned to the Cork Office.

Deputy Pearse Doherty asked the Minister for Transport, Tourism and Sport in view of the recommendations contained in the inter-agency working group report on job creation and new enterprise opportunities on the Gaoth Dobhair Business Park in County Donegal, in which the development of the N14/A5 road project was endorsed, his plans to advance and fast-track the project; when he expects construction to commence; and if he will make a statement on the matter. Implementation of the A5 upgrade project is the responsibility of the Northern Ireland authorities.  The quashing by the High Court in 2013 of the Minister for Regional Development's approval for the construction of two sections of the road has resulted in significant delay.  The Northern Ireland authorities have been working hard on the additional evaluations needed in relation to the project.  The Department for Regional Development has completed public consultation exercises on four reports intended to address impacts on all areas with Environmental designations, including Special Areas of Conservation, Special Protection Areas and Ramsar sites, together with proposed mitigation measures.

 I understand that the next step is for the Department for Regional Development to initiate a public consultation process on an updated Environmental Statement, draft Vesting Order and the draft Direction Order for the scheme.  It is possible that this will be followed by a new Public Inquiry regarding the scheme.  This will be a matter for decision by the Northern authorities.

I will continue to liaise with my Northern colleagues on the project through the Transport Sector of the North South Ministerial Council.  The next meeting of the Council is scheduled for later this month.

As regards the N14/N15, the proposed link to the proposed A5 has planning approval and could be progressed by the NRA, subject to the availability of funding, once the connecting part of the A5 is upgraded.

Regional Road Network

Deputy Brendan Smith asked the Minister for Transport, Tourism and Sport if he will provide funding in 2015 to upgrade the Cootehill/Shercock/Carrickmacross/Dundalk route, in view of the heavy volume of traffic on this road and the urgent need to have necessary improvement works undertaken, and taking into account the substantial preparatory work, planning and design that have already been undertaken; and if he will make a statement on the matter. As outlined in my reply to PQ 34820/14 of 17 September 2014, the improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants. The initial selection and prioritisation of works to be funded is also a matter for the local authority.

Cavan County Council was provided with over €2 million between 2007 and 2013 from my Department in connection with this project under the Strategic Non-National Road Grants Scheme in order to bring this 75 km route to preliminary design stage. A further allocation of €100,000 was provided in 2014 to facilitate completion of the preliminary design.

Allocations for 2015 have been made and no further funding is available.  Due to budgetary constraints it will not be possible to progress the project further at this point. The construction cost for a scheme of this magnitude would be in excess of €150 million.

I am advised that the information referred to by the Deputy was available to my Department when the independent internal review was carried out. Accordingly, it is not considered that there are grounds for carrying out a fresh review in this case.
