130. Deputy Michael Fitzmaurice asked the Minister for Education and Skills in view of the fact that she has amended downwards the number of pupils required for the retention of teachers in two-teacher, three-teacher and four-teacher national schools, if she will consider reducing the numbers needed for the appointment of teachers in two-teacher, three-teacher and four-teacher schools; and if she will make a statement on the matter. The criteria used for the allocation of teachers to primary schools are published annually on the website of the Department of Education and Skills. The key factor for determining the level of staffing resources provided at individual school level is the staffing schedule for the relevant school year and pupil enrolments on the previous 30 September. The staffing arrangements for the 2015/16 school year are set out in Circular 0005/2015.

The circular sets out the improvements to the staffing schedule for the 2015/16 school year for small schools. These improvements are improved retention thresholds for the 2nd, 3rd and 4th classroom teacher and also the improved appointment and retention thresholds for isolated one-teacher schools. These are the only changes that I will be making to the staffing arrangements for schools for the 2015/16 school year.

It is a continuing improvement in our economic growth over a sustained period that will enable us to move to a point where we can look again at providing for additional teacher resources in schools which could bring about further improvement in PTR, class size and support for classroom teachers.
