Obesity Strategy

Deputy Caoimhghín Ó Caoláin asked the Minister for Health the steps that have been taken to consider a proposal to introduce a sugar tax on sweetened drinks or a fast food tax, with a view to tackling the problem of obesity, especially in children; and if he will make a statement on the matter. As part of the work of the Special Action Group on Obesity, consideration was given to the imposition of a levy on Sugar Sweetened Drinks. Before any decision in the matter could be taken, the Institute of Public Health in Ireland (IPH) was requested by the Department of Health to undertake a Health Impact Assessment (HIA) of a proposed levy on Sugar Sweetened Drinks (SSDs). An Obesity Policy and Action Plan is currently under development and will address a broad range of measures to reduce the level of overweight and obesity in Ireland. A proposal to introduce a levy on Sugar Sweetened Drinks remains under consideration as one measure among a suite of measures to tackle the problem.

The Health Information and Quality Authority do not have a policy in place regarding this type of leave. There are no plans at this time to extend circular 51/1979 to State agencies.

The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible. The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information has issued to Oireachtas members. If the Deputy has not received a reply from the HSE within 15 working days, please contact my Private Office who will follow up the matter with them.

Dormant Accounts Fund Grants

Deputy Éamon Ó Cuív asked the Minister for Health the schemes that will be funded out of his Department's Estimate this year under the dormant accounts scheme; when details of each scheme will be announced; the proposed closing dates for receipt of applications; and if he will make a statement on the matter. The Department of Health recently announced that a new round of funding of €2.7 million is being made available under the Dormant Accounts Fund. The funds will be used to support people with disabilities and for substance misuse prevention initiatives.

The Department of Health is sponsoring the following five measures, which will be co-ordinated on the Department’s behalf by the Health Service Executive (HSE):

- Local area co-ordination in disability services;

- Advancing best practice in meeting National Standards for Residential Services for People with Disabilities – minor capital and training initiatives;

- Health-related supports to assist young people with disabilities and autism to make the transition from second level education to further education, training, employment;

- Person-centred innovations in the delivery of non-centre based respite services for people with disabilities;

- Substance misuse prevention initiatives.

The measures will be administered and managed by Pobal, who have indicated that applications are open to eligible community and voluntary sector organisations and statutory and other public agencies from 1 July 2015 with a closing date of 22 July 2015. Applicants for projects in the disability area will be required to contact a nominated HSE representative before submitting their proposals.

Pobal recently completed a series of four regional pre-application information meetings. Full details on all measures, the online application process are available on Pobal’s website: www.pobal.ie.

Psychological Assessments

Deputy Clare Daly asked the Minister for Health further to Parliamentary Question No. 667 of 26 May 2015, if he will justify the response received from the Health Service Executive in the context of section 6.4 of the document from its national policy and procedures social care division regarding the safeguarding of vulnerable persons at risk of abuse, which was launched by the HSE in December 2014 and which states that if there is a concern that an adult is vulnerable and may or may not have the capacity to make decisions, the executive may well have obligations towards that person and should consider whether the non-co-operation of the individual is due to issues of capacity, is voluntary or stems from, for example, some form of coercion. The HSE is committed to safeguarding vulnerable persons from abuse and a national policy Safeguarding Vulnerable Persons at Risk of Abuse was launched in December 2014. The aim of this policy is to provide a consistent approach to protect persons at risk of abuse across, for example, older people and disability services. This new policy is for all HSE and HSE-funded services, and builds upon and incorporates existing policies in this regard. Safeguarding and Protection Teams in each Community Healthcare Organisation are being developed to implement this policy at operational level where concerns arise relating to vulnerable persons.

Safeguarding Vulnerable Persons at Risk of Abuse now provides one overarching policy to which all agencies will subscribe and implement in their place of work ensuring:-

- a consistent approach to protecting vulnerable people from abuse and neglect

- all services have a publicly declared 'No Tolerance' approach to any form of abuse

- a culture which supports that this ethos is promoted.

In light of the above, I have referred the Deputy's question to the HSE for direct reply, in relation to a more detailed response on the specific operational issues raised.

Hospital Waiting Lists

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services.
