83. Deputy Jack Wall asked the Tánaiste and Minister for Social Protection if a person (details supplied) in County Kildare is entitled to have a child included under the back to school allowance. [27438/15]

The back to school clothing and footwear allowance (BSCFA) scheme provides a once-off payment to eligible families to assist with the extra costs when children start school each autumn.

The allowance is payable in respect of eligible children between the ages of 4 and 17 (and between the ages of 18 and 22 where the child is in full-time second level education), in respect of whom a qualified child allowance is being paid with the social welfare payment of the child’s parent. The allowance is not generally payable where a qualified child allowance is not being paid in respect of the child.

The young person referred to by the Deputy is in receipt of a social welfare payment in their own right. This means that a qualified child allowance is not payable, so the person concerned is not entitled to BSCFA in respect of this young person.
