National Dementia Strategy

The Irish National Dementia Strategy was launched in December 2014. This delivers on a commitment in the Programme for Government to develop a national Alzheimer's and other dementias strategy to increase awareness, ensure early diagnosis and intervention and develop enhanced community based services.

The Department of Health and the HSE have agreed a joint initiative with the Atlantic Philanthropies to implement significant elements of the Strategy over the period 2014-2017. This National Dementia Strategy Implementation Programme will represent a combined investment of €27.5m, with Atlantic Philanthropies contributing €12m, and the HSE contributing €15.5m.

This programme will promote a greater focus on timely diagnosis of dementia and on the value of early intervention, along with the long-term objective of making people in Ireland generally more aware and understanding of the needs of people with dementia, and of the contribution that those with dementia continue to make to our society.

Key elements of the initiative include:

- the roll-out of a programme of Intensive Home Supports and Home-care Packages for people with dementia;

- the provision of additional dementia-specific resources for GPs, who are the critical and initial point of contact with the health system for those with dementia. The resource material will include training materials and guidance on local services and contact points etc.;

- Measures to raise public awareness, address stigma and promote the inclusion and involvement in society of those with dementia.

A Monitoring Group, chaired by the Department of Health, has been established to assist with and advise on implementation of the National Dementia Strategy, including the National Dementia Strategy Implementation Programme. This Group includes health professionals, administrators, researchers and advocates. The Group also includes a person living with dementia and a representative of those who care for people with dementia. The most recent meeting of this Monitoring Group was held on 24 September 2015.

Disabled Drivers and Passengers Scheme

The individual is not eligible for a primary medical certificate under the Disabled Drivers and Passengers Tax Concession Scheme. He does not meet the criteria for the scheme. His application to the Health Service Executive and appeal to the Disabled Drivers Medical Board of Appeal were refused in accordance with the scheme's medical criteria. As the Office of the Ombudsman points out, the criteria from the scheme is a matter for the Minister for Finance.

Primary Care Centres Provision

This primary care centre project is one of 14 to be delivered as a single PPP project.

Following a detailed tender evaluation process the National Development Finance Agency announced the Prime-Balfour Beatty consortium as the preferred tenderer in May 2015. Construction is scheduled to begin in early 2016 and it is expected that the primary care centres will be delivered by early 2017. In the meantime work is continuing on the financial and legal provisions of the project contract.

Ambulance Service Provision

National Dementia Strategy Implementation

Deputy Eamonn Maloney asked the Minister for Health given that intensive Dementia specific home care packages under the national dementia strategy are currently delivered in eight areas linked to delayed discharge in acute care settings, his plans to extend these packages to enable those living in the community to avail of much needed intensive home care supports; the number of persons who have already availed of these packages; the cost of providing these packages; and the projections for uptake in the next 12 to 16 months. The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible. The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Prior to the establishment of the HSE block capital grants were paid to the Eastern Regional Health Authority (ERHA) from its establishment and to the Health Boards for distribution as authorised on the health facilities in their areas. These grants were not allocated on a county basis. Data on expenditure is collated on the basis of facility not county. Therefore, the information as requested is not available for the period 2000 to 2004. Very high level data is available as shown in the following document. It shows the total capital allocated over a number of years to complete developments. An extensive search of archived files would be necessary to extract the data in the requested format and this exercise would require considerable staff resources.

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The National Waiting List Management Policy, A standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the Health Service Executive, sets out the processes that hospitals are to implement to manage waiting lists.
